Indonesian DGHE’s Overseas Scholarships/Beasiswa Luar Negeri (OS/BLN)

 
OS Definition

The Overseas Scholarship Program


of the Directorate of Human Resources of the Directorate General of Higher Education (DGHE or DIKTI) is aimed to provide education financial aid for Indonesian lecturers of state and private universities in Indonesia to enter graduate education programs (master and / or doctorate degree) in foreign countries. Scholarships are awarded to potential candidates for a maximum of 24 months for a master’s degree and 36 months for the PhD program.

OS Goals and Objectives

In response to the increasing competitiveness in this era of globalization, the Government is aiming to improve the quality of Indonesian lecturers to international standards. Since the beginning of year 2000, lecturers pursuing further studies abroad weremostly financed through overseas funding aid schemes (scholarships) awarded to individuals or through their respective universities. Only relying on this scheme will not achieve the quality increase envisioned and the critical mass of the number of lecturers with international quality will be difficult to achieve.
Therefore, since the beginning of fiscal year 2008, through the National Education Ministry and the State Budget, the Directorate General of Higher Education (DGHE) has provided overseas master and doctorate (PhD) scholarships for permanent Indonesian lecturers, both from State and Private Universities. In 2008 the number of lecturers sent to various universities totaled to 1104 people spread across 27 countries. In 2009, the number of dispatched lecturers to pursue master and PhD programmes abroad amounted to 590 people, spread across 24 countries. For 2010, the number of dispatched lecturers numbered to 437 people, spread across 23 countries.

OS Requirements

The requirements to be met by OS applicants are as follows:
·         Is currently a permanent lecturer of an Indonesian state or private university;
·         Has received a valid Letter of Acceptance (Letter of Offer) from an institution and / or prospective advisors/mentors from overseas destination university (preferably the letter is from a university in a developed country with a good reputation based on THES and WebOS ranking);
·         Holds a master degree (or equivalent) for PhD program applicants and holds a bachelor degree (or equivalent) for master applicants;
·         Shows proficiency in the English language (has an institutional TOEFL score of at least 550, or an IELTS score of at minimum 6.0), and/or of any other language used in the proposed university;
·         Applicants of PhD program should already have a research proposal approved by (or at least been communicated with) a prospective advisor/sponsor at the target overseas university;
·         Applicants should not be more than 50 years old at the time when they register their application;
·         Applicants who are couples (husband and wife) and working in the same scientific field are not allowed to apply to the same university and / or guided by the same promotor/advisor.




OS Registration

OS Registration Procedure
·         Applications should be submitted through online registrations by logging in the DGHE website (http://beasiswa.dikti.go.id);
·         Fill out Form-A issued by the DGHE;
·         Attach a valid Letter of Acceptance (Letter of Offer) from the institution and / or from prospective advisors / mentors at target overseas universities. An unconditional Letter of Acceptance (Letter of Offer)- from the target overseas would be an advantage;
·         Applicants taking PhD programme should attach copies of diplomas and transcripts (GPA) of bachelor and masters degrees which have been legalized, and for those taking masters program, attach copies of legalized bachelor diplomas and transcripts;
·         Attach a copy of a valid certificate that verifies the applicant’s English language proficiency (a score of at least 550 of Institutional TOEFL, or a minimum of 6.0 for IELTS) or a copy of the certificate of proficiency of other languages used in the respective target universities, if requested;
·         Applicants for PhD programme should attach the research proposal which has been approved by (or at least have been communicated with) the prospective advisor at the target overseas university.
·         Attach an official document  as proof  of being a permanent faculty;
·         Applicants from state universities should attach a letter of permission to apply for a DGHE scholarship from the university authorities and for applicants from private universities should attach the letter of permission from Regional Kopertis;
·         All required documents, together with a cover letter from the Head of the university should be collectively sent to the following address:
